Here are few simple and inexpensive Halloween bulletin boards to create:

Batty about 3rd Grade (or any other grade)
Cover the board in orange paper or fabric and add a black border. Encourage kids to make bats out of construction paper. Each child can write his or her name on his bats in orange. Cut a crescent moon out of yellow construction paper. Add the bats and the moon to the bulletin board. Title the board "Batty About X Grade" adding the appropriate grade in place of the X.

Ghost Bulletin Board
Cover a bulletin board in black construction paper or fabric. Create a decorative orange and border.
Take a picture of each child’s face and either print them out or have them developed. Encourage children to draw a ghost shape on white construction paper. Cut out the picture of each child face and show them how to glue it onto the ghost's head. Attach the ghosts to the bulletin board. Decorate with tombstones to create a graveyard. Title the bulletin board “Our Booooootiful class”.

Pumpkin Bulletin Board
This bulletin board is for younger students and is chock full of Halloween pumpkins. Encourage each child to cover a paper plate with torn pieces of orange construction paper. Create a stem out of green construction paper. Attach the pumpkins to a green bulletin board with an orange border.  Add the heading “Happy Halloween”!
